MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 664, September 12, 1979 ] REITERATING THE EXISTING PROHIBITION ON THE HANDCARRYING OF OFFICIAL PAPERS AND DOCUMENTS. It has been observed that some private parties have been handcarrying official papers and documents in violation of existing orders and regulations. As a result the confidential nature of certain inter-office memoranda has been violated and their contents unduly revealed. All officials and employees in the Office of the President are therefore hereby reminded and warned not to allow the handcarrying of official papers and documents by private or unauthorized parties, otherwise those concerned shall be subject to administrative disciplinary action.
