[ Memorandum Order No. 649, March 14, 1979 ]
CREATING THE PROMOTION BOARDS OF THE OFFICE OF THE PRESIDENT.
Pursuant to Letter of Instructions No. 799, as implemented by the Memorandum Circular of the Civil Service Commission dated March 6, 1979, the Promotion Boards in this Office shall be composed of the following officials:
PROMOTION BOARD FOR FIRST LEVEL POSITIONS
1. Cesar Dumlao, Presidential Financial Assistant
2. Fernando C. Santico, Presidential Staff Director, Administrative Office, as the highest authority directly responsible for personnel management.
3. Chief of Division, where the vacancy exists.
4. Two (2) representatives of rank and file employees to be chosen by their peers from the unit where the vacancy exists.
PROMOTION BOARD FOR SECOND LEVEL POSITIONS
1. Designee of the Civil Service Commission to represent the Commission.
2. Samilo Barlongay, Presidential Staff Director, Legal Office, designee of the Presidential Executive Assistant.
3. Ambrocio Ramos, Assistant Presidential Staff Director Administrative Office, designee of the Presidential Executive Assistant.
4. Residential Staff Director and Assistant Presidential Staff Director of the unit where the vacancy exists , if such vacancy is Chief of Division or others of equivalent rank; or the Assistant Presidential Staff Director and the Chief of the Division where the vacancy exists in case the vacancy is below the rank of Division Chief.
Mr. Felix C. Hidalgo, Assistant Presidential Staff Director, (Presidential Personnel Officer) shall serve as Secretary of the Promotion Boards.1aшphi1
