[ Memorandum Order No. 618, January 23, 1978 ]
REMINDING ALL INCUMBENT OFFICIALS AND EMPLOYEES OF THE GOVERNMENT TO CONTINUE IN OFFICE AND TO OBSERVE AND ENFORCE ALL PROCLAMATIONS, ORDERS, DECREES, INSTRUCTIONS AND ACTS PROMULGATED BY THE INCUMBENT PRESIDENT.
In view of the effectivity of the new Constitution, all incumbent officials and employees of the Government are hereby reminded of the provisions of the new Constitution that:
1. They are to continue in office until otherwise provided by law or decreed by the incumbent President of the Philippines (Section 9, Article XVII); and
2. They are to observe and enforce all proclamations, orders, decrees, instructions, and acts promulgated, issued, or done by the incumbent President, the same being part of the law of the land, which remain valid, legal, binding and effective even after the ratification and effectivity of the new Constitution, unless modified, revoked, or superseded by subsequent proclamations, orders, decrees, instructions, or other acts of the incumbent President. (Section 3, par. 2, Article XVII).
All heads of departments, bureaus, offices and agencies of the government are enjoined to disseminate this memorandum circular among their personnel.1aшphi1
