CREATING TECHNICAL PANEL TO DISCUSS WITH A COUNTERPART PANEL FROM THE ASIAN DEVELOPMENT BANK (ADB) RELATIVE TO THE DEFICIENCIES IN THE ADB BUILDING.

For the purpose of reviewing the safety measures suggested by HNTB (Howard Needles Tammen ‘ Bergendo f International), a foreign consultancy firm which recently completed the ADB-initiated safety survey of the Asian Development Bank (ADB) Building, relative to the reported several basic deficiencies in the ADB building with the view to determining which measures are consistent with present Philippine building and fire protection codes, there is hereby created a Technical Panel to discuss with a counterpart panel from the ADB a mutually acceptable agreement for acting on the HNTB recommendations in accordance with the Headquarters Agreement with ADB.

The Technical Panel shall be composed of the following:

The Panel shall submit to this Office, through the Philippine Governor of the ADB, the results of the discussions, findings if any, and recommendations subject to approval by the Philippine Governor, to the ADB.1aшphi1

During the existence of the Technical Panel, the members thereof are authorized per diems at such rates as are allowable under existing Law, rules and regulations, chargeable against the PCC-ABB funds and/or savings.

This Order takes effect immediately.
