CREATING IN INTER-AGENCY COMMITTEE FOR THE MARIKINA RE-STUDY PROJECT
In pursuance of and supplementing Letter of Instruction No. 406, and at the instance and advice of the National Water Resources Council, an inter-Agency Committee to re-study the Marikina River Basin Project for multipurpose uses is hereby created, composed of the following as members:

1. To collate and review the results and recommendations of all studies already conducted in the past by various agencies and their consultants and on the bases thereof to assess the areas where there is a need for furthering, updating, revising and completing the studies already done and/or where there is a need for completely new studies;
2. To determine the uses (e.g. for flood control, for municipal and industrial water supply, for power generation and for other purposes) to which the Marikina River Basin is to be fully utilized taking into consideration present and future needs;
3. To determine and to assign the tasks and responsibilities to be performed by any of the entities which will be involved in the re-study, re-planning, the design, construction and in the operation and maintenance of the project;
4. To determine the costs of the separable and joint works of the project and the allocation of the costs to, and the application of funds of, each participating agency;
5. To create technical study groups to be composed of resource persons in the different disciplines, and for this purpose, to call on the services of such technicians and professionals from any government agency or government-owned or controlled corporation as it may need in the re-study, re-planning, design and construction of the project;
6. To hire/employ the services of local or foreign consultants or consulting firms where the Committee determines that special expertise are necessary;
7. To employ or hire other administrative and professional personnel as the Committee shall need in the conduct of its day to day affairs.
8. To determine the contribution or share of each and all the participating agencies to a common fund to be established and which fund shall constitute and be spent for the study and/or the operation and maintenance of the Committee;
9. To approve the budget for the operation and maintenance of the Committee its personnel and for this purpose the Committee is hereby authorized to reimburse members of the Committee, the study groups find detailed personnel of actual representation and/or transportation expenses incurred in connection with the performance of their duties at such rates as may be approved by the Committee, subject to applicable accounting and auditing rules and regulations;
10. To prescribe such rules and regulations as are necessary for the efficient operation and maintenance of the multipurpose works upon completion of the project and to define the responsibilities of each of the participating agencies in respect thereto including the appropriation, delivery, and use of the stored waters for flood control purposes, for the municipal and industrial water supply, for the generation of power and other related uses;
11. To do any and such acts and to transact all such business as are necessary to implement the objectives of this Order.1aшphi1
All government offices, agencies and instrumentalities whose activities are related to the Project are hereby directed to provide the necessary assistance to the Committee in the form of personnel, facilities and other resources as the need arises in the implementation of this Order. The cooperation of the private sector is likewise enjoined.
The Inter-Agency Committee shall submit semestral reports to, and other special reports as may be required by, the President thru the National Water Resources Council.
The Committee and its staff shall operate and continue to exercise its powers until such time as its designated tasks are completed.
