[ MEMORANDUM ORDER NO. 545, November 6, 1975 ]

CREATING A GOVERNMENT PANEL TO NEGOTIATE FOR THE AGRICULTURAL RESEARCH LOAN FROM THE U.S.A.I.D.

WHEREAS, it is the present program of the Philippine Government to bring about social equity through proper utilization of scarce resources;

WHEREAS, it is considered that social equity could be best achieved through increasing farm productivity and income;

WHEREAS, it is accepted that productivity may be increases through the improvement of the country’s agricultural research capabilities;

WHEREAS, the U.S. Agency for International Development has indicated its willingness to extend a loan to the Philippine Government to improve agricultural research centers in the country;

NOW, THEREFORE, in view of the above considerations there is hereby constituted a government panel to negotiate with the U. S. Agency for International Development on an Agricultural Research Loan in the amount no exceeding $5.0 M. The membership of the Panel shall be as follows:

Atty. Roque Sorioso National Economic and Development Authority	Chairman
Director Joseph Madamba Philippine Council for Agricultural Research	Vice-Chairman
Director Ely-Batangatang National Economic and Development Authority – Agriculture Staff	Member
Mr. Francisco Coruña Department of Finance	Member
Mr. Guillermo Trinidad Executive Office	Member

The Panel is hereby tasked with the responsibility of determining in behalf of the Philippine Government the terms and conditions of the loan and arriving at an early agreement with the U.S. Agency for International Development on the extension of his loan.
