[ MEMORANDUM ORDER NO. 535, September 25, 1975 ]
CREATING A STUDY GROUP TO EXAMINE THE FINANCING AND DELIVERY OF LOCAL GOVERNMENT SERVICES IN THE METROPOLITAN MANILA AREA
For the purpose of conducting studies required by the IBRD. urban mission covering the financing and delivery of local government services in the Metropolitan Manila Area, there is hereby created a study group composed of representatives to be designated by the following agencies;

The group shall undertake studies on:
a. The interrelationships between planning and actions in the fields of transport management, water management and land-use planning.
b. Real property tax reform in the MMA.
c. Active use of Special Assessments and other revenue sources
d. Financial administration in the MMA
e. Metropolitan Government structure and responsibility
f. Any other related subjects which may be found necessary on the study of the financing and delivery of total government services in the Metropolitan Manila Area. .
The Development Management Staff and the National Computer Center shall provide the Secretariat to the study group.
Financing of the study shall be arranged by the DMS in accordance with existing government accounting and auditing regulations.1aшphi1
The preliminary report shall be submitted to the Office of the President on or before December 15, 1975.
The study group is hereby authorized to call upon any local government office in the Metropolitan Manila Area and any department, office, agency or other instrumentality of the government for such assistance as it may heed in the discharge of its functions and the attainment of the objectives.
This order shall take effect immediately.
