CREATING INTER-AGENCY COMMITTEES TO DRAW UP GUIDELINES AND REGULATIONS COVERING SHIPPING AND COMMERCIAL ARRANGEMENTS WITH SOCIALIST COUNTRIES
There are hereby created two inter-agency committees to formulate guidelines and regulations covering commercial transactions with socialist countries, to include shipping arrangements, in order to facilitate and expand trade relations between the Philippines and these countries.
The Inter-Agency Committee on Commercial Arrangements shall be composed of the following:

This Committee shall concern itself with regulations covering procedures for the issuance of consular invoices, determination of arbitration procedures, establishment of commercial offices, other such matters pertaining to commercial transactions between the Philippines and socialist countries and related issues. The Committee shall be guided by the terms of reference for such commercial transactions that may have been established in the joint communiques, treaties and agreements concluded with various socialist countries.
The Inter-Agency Committee on Shipping shall be composed of the following:

The main function of this committee will be to draw up the necessary implementing rules, and regulations facilitating the entry of vessels and crews from Socialist countries to cover, among others, security, customs and immigration requirements.
The two committees shall submit their findings and recommendations to the Office of the President within one month from the date of this Order.1aшphi1
These committees are empowered to call upon all departments, agencies, bureaus and instrumentalities of Government to render whatever assistance and support is necessary to achieve the above-stated objectives
