[ MEMORANDUM ORDER NO. 486, January 29, 1975 ]

CREATING A COMMITTEE TO NEGOTIATE WITH THE OWNER OF THE BOO TAN ESTATE IN JOLO, SULU AND OTHERWISE INITIATE EXPROPRIATION PROCEEDINGS FOR PURPOSES OF ITS ACQUISITION FOR LOW-AND MIDDLE INCOME HOUSING

WHEREAS, the Inter-Agency Task Force for the Rehabilitation Jolo (IATF) created under Memorandum Order No. 411 dated 11 March 1974 has identified housing as a priority area in its rehabilitation program;

WHEREAS, the importance of constructing housing facilities is highlighted by the fact that thousands of families have been rendered homeless by the widespread fire of February 1974;

WHEREAS, the Boo Tan Estate, consisting of 101 hectares in the town of Jolo, has been identified as a suitable residential area for the construction of low-and middle-income housing;

WHEREAS, the IATF in pursuing its goal to erect housing facilities in the area should do so expeditiously and in fairness to all parties concerned;

NOW, THEREFORE, it is hereby ordered that a Committee for negotiating for the purchase and/or expropriation of the Boo Tan Estate for purposes of low and middle-income housing be created.

The Committee shall be composed of the following members:

1. Gen. Gaudencio V. Tobias National Housing Corporation	Chairman
2. Col. Madrino Munoz Mayor, Jolo	Vice-chairman
3. Representative Bureau of Lands	Member
4. Representative Office of the Solicitor General	Member
5. Representative Land Registratration Commission	Member
6. Sulu Provincial Assessor	Member
7. Register of Deeds, Sulu Province	Member

The Committee shall have the following functions:

a. “To conduct negotiations with the owner of the Boo Tan Estate and/or his heirs;

b. In the event that negotiations should fail, to initiate and institute necessary measures to expropriate the Boo Tan Estate;

c. To invite the owner, his heirs or their representatives to appear before the Committee when necessary; and

d. To request any representative of any government agency or its instrumentalities to attend the Committee hearings or secure any relevant materials from them for purposes of establishing a low-income housing project in the Boo Tan Estate.1aшphi1

The Committee shall submit its report and recommendation to the Executive Secretary not later than 15 March 1975.
