[ MEMORANDUM ORDER NO. 478, January 8, 1975 ]
In view of the authorization by the United States Agency for International Development (USAID) of a Rural Roads Development loan to the Republic of the Philippines, a team is hereby created to negotiate coordinate and direct all activities that will lead to a formal agreement for the said loan.
The team shall be composed of the following:
