[ MEMORANDUM ORDER NO. 461, September 30, 1974 ]
CREATING A COMMITTEE TO STUDY AND RECOMMEND RATES THE MANILA ELECTRIC COMPANY SHOULD CHARGE NEA-ASSISTED ELECTRIC COOPERATIVES
There is hereby created a Committee which shall study and recommend rates the Manila Electric Company should charge NEA-assisted electric cooperatives. The Committee shall sit down, deal, and coordinate with the duly authorized representatives of the Manila Electric Company, the electric cooperatives buying MERALCO power, the officials of the national government’s institutions involved in the power sector for the purpose aforementioned. The Committee shall be composed of the following members, namely:

All heads, departments, bureaus offices and instrumentalities of the Government are hereby directed to extend assistance to the Committee to insure the accomplishment of its assigned duties. The Committe shall present its recommendations for final approval to the Development Council.
This Order shall take effect immediately.1aшphi1
