TO: All Chiefs of Division and Heads of Operating Units in the Executive Office

The President has instructed Commissioner Sy-Changco to suspend the payment of overtime services including meal allowances.

In view thereof, all overtime services with additional compensation or meal allowances are hereby suspended effective July 30, 1974.
