[ MEMORANDUM ORDER NO. 447, July 24, 1974 ]
CREATING A COMMITTEE TO TAKE CHARGE OF NECESSARY ARRANGEMENTS AND PREPARATIONS IN CONNECTION WITH THE PHILIPPINE PARTICIPATION IN THE “SHIP FOR SOUTHEAST ASIAN YOUTH” PROGRAM.
WHEREAS, the Philippines was a participant in the conference on the “Ship for Southeast Asian and Youth” Program held in Tokyo on June 25-26, 1974; and
WHEREAS, the Program which is the result of the visit of the Prime Minister of Japan to Southeast Asian countries early this, year and set up in accordance with the understanding reached between the Prime Minister and the Chiefs of State of the ASEAN countries visited “by Prime Minister Tanaka, is designed to promote friendship and mutual understanding among the youths of Indonesia, Malaysia, Thailand, Singapore, the Philippines and Japan through living together and participating in various activities on board the ship as well as paying visits to these countries:
WHEREPORE, consistent with the foregoing, there is hereby created a Committee to take charge of necessary preparations and arrangements for the Philippine participation in the Program.1aшphi1 The Committee shall he composed of a representative each from the following offices:

The Committee shall draw up the rules and criteria for the selection of the youth who will participate and likewise screen the applicants. It shall also submit for the President’s approval the activities to be undertaken when the 180 youth representatives shall he in the Philippines from 13-17 November 1974
The Committee is empowered to call upon any department, bureau, office, agency or instrumentality of the government for such assistance as it may need, and to create such committee, sub-committee or staffs as may be necessary for the accomplishment of its tasks.1aшphi1
This Memorandum Order takes effect immediately
