[ MEMORANDUM ORDER NO. 424, April 25, 1974 ]
CREATING A COMMITTEE TO FACILITATE RESOLUTION OF CLAIMS FOR COMPENSATION FOR DEATHS AND INJURIES SUSTAINED AS A RESULT OF A PUBLIC DEMONSTRATION, RALLY, PROTEST MARCH, ASSEMBLY OR MASS ACTION, AS AUTHORIZED UNDER REPUBLIC ACT NO. 6399.
Republic Act No. 6399 appropriated the total amount of ?500,000.00 as compensation for the death of, or injuries sustained by, persons in the course or as a result of a public demonstration, rally, protest march, assembly or mass action that occurred after January 1, 1970. Out of the ?500,000.00 so appropriated under the said Act, the Budget Commission had so far released the amount of ?150,119.00 to the Department of Social Welfare, which was already paid to, and/or obligated for, other demonstration victims.1aшphi1
In view of the petitions of more than thirty (30) alleged victims of the August 1971 Plaza Miranda Incident and other demonstration victims for leniency and generosity to enable them to receive the benefits that may be due them under the aforesaid law in the absence of the necessary documents of their medical and hospital expenses as required therein due to the length of time that had elapsed, a Committee is hereby created to facilitate resolution once and for all of such claims of alleged victims composed of the following:

The Committee shall undertake a careful and prudent screening, evaluation and processing of claims for compensation filed by alleged demonstration victims under R.A. No. 6399 with the end in view to avert the doling out of compensation indiscriminately without satisfactory proofs
to support the claims of the claimants who represent themselves as heirs or surviving victims of those riotous mass demonstrations.
The Committee may call upon any department, bureau or office for such assistance as it may need in the accomplishment of its task.
This amends Memorandum Order No. 412, dated March 19, 1974.
