[ MEMORANDUM ORDER NO. 368, June 30, 1973 ]
CREATING A TASK FORCE TO FACILITATE IMPLEMENTATION OF THE PROGRESSIVE HELICOPTER ASSEMBLY/MANUFACTURING PROGRAM
In order to facilitate implementation of the Progressive Helicopter Assembly/Manufacturing Program, and to fulfill the requirements of the Memorandum of Agreement entered into between the Republic of the Philippines and Messerschmitt-Bolkow-Blohm (MBB) GMBH of West Germany dated 6 July 1973, a Task Force is hereby created to lay the groundwork, for expeditious implementation of the program.
The Task Force shall be composed of the following:

The Task Force shall be charged the following responsibilities:
1. To lay down a detailed program supporting the general outline of operations envisioned under the Memorandum of Agreement between the Government of the Philippines and MBB dated 6 July 1973.
2. To explore possibilities of financial and technical cooperation with other countries, specifically Indonesia, in the form of joint-venture agreements necessary to implement the program.
3. To determine the appropriate organization and staffing requirements to accomplish the program.
4. To design and prepare detailed implementing plans and procedures of the proposed organization.
5. To identify sources of funds both domestic and foreign and to prepare groundwork for the early approval of any financial assistance it will endorse.1aшphi1
6. To submit, within two weeks, a preliminary report of its findings and recommendations and within two months thereafter a final report and recommendation.
The Task Force is hereby authorized to call upon all government departments, offices, bureaus and instrumentalities including government-owned and/or controlled corporations for such assistance and cooperation as may be required to discharge its functions.
