[ MEMORANDUM ORDER NO. 355, April 17, 1973 ]
CREATING A COMMITTEE TO UNDERTAKE A GENERAL REVIEW OF THE PRESENT RETIREMENT LAWS AND TO SUBMIT RECOMMENDATIONS THEREON PARTICULARLY ON THE FEASIBILITY OF ESTABLISHING A RETIREMENT PLAN FOR GOVERNMENT OFFICIALS AND EMPLOYEES, EXCEPT MILITARY PERSONNEL, WHICH SHALL BE ADMINISTERED ON A SELF-LIQUIDATING BASIS.
There is hereby created a Committee to undertake a general review of the present retirement laws and to submit recommendations thereon particularly on the feasibility of establishing a retirement plan for government officials and employees, except military personnel, which shall be administered on a self-liquidating basis. The Committee shall be composed of the following:

The Committee shall act on the following terms of reference:
(a) To undertake a general review of the present retirement laws, their coverage and extent of benefits that may be due officials and employees thereunder as well as determine the reasonableness of such benefits in the light of present-day conditions in the evolving New Society;
(b) To study the feasibility of establishing a Retirement Plan for government officials and employees, except military personnel, which shall be administered on a self-liquidating basis; and
(c) To look for ways and means to generate initial funding for the said Retirement Plan, particularly the possible utilization for the purpose of the proceeds from the sale of the areas reclaimed by the government in case such sale is effected.1aшphi1
The Committee may create such sub-committees as may be necessary to help it in the accomplishment of its work. It may also call upon any department, bureau, office and instrumentalities of the government for such assistance as it may need regarding this matter.
This Order takes effect immediately.
