CONSTITUTING A WORKING GROUP TO PLAN AND IMPLEMENT THE CONVERSION OF THE PRESENT ACCOUNTING MACHINE-BASED PAYROLL SYSTEM BEING OPERATED BY THE ACCOUNTING MACHINE DIVISION OF THE BUDGET COMMISSION TO A COMPUTER-BASED CENTRALIZED SALARY DISBURSEMENT SYSTEM
Cognizant of the reform objectives of the New Society and of the urgent need of the government for a more efficient and responsive salary disbursement system for employees, particularly those: assigned outside the Greater Manila Area, the President desires the implementation, on or before July 1, 1973, of a computer-base Centralized Salary Disbursement System for the Bureau of Public Schools and other agencies being serviced by the Accounting Machi Division of the Budget Commission. For this purpose, a Working Group is hereby created as follows:

The Working Group shall perform the following:
1. Study, design and prepare detailed implementing plans and procedures for the conversion to a computer-based Centralized Salary Disbursement System of the present Accounting-Machine-based Payroll System being operated by the Accounting Machine Division of the Budget Commission, with priority to the Public School Teachers’ Payroll, thru a computer service tie-up with the National Computer Center, Office of the President. The Centralized Salary Disbursement System envisions the payment of salaries thru direct deposit of salaries of employees to their savings/checking accounts with the Philippine National Bank or Rural Banks nearest their places of work or residence.1aшphi1
2. Review, evaluate and determine the organization, staffing, equipment and procedures of the Accounting Machine Division in the context of supporting the efficient and effective implementation of the Centralized Salary Disbursement System so developed.
Administrative and technical support shall be provided by the Accounting Machine Division and the National Computer Center.
In the discharge of its functions, the Working Group, or an of its members, may call upon any department, bureau, office, agency or instrumentality of the government, including government owned or controlled corporations and local government instrumentalities, for assistance and all such government entities are hereby directed to render such assistance whenever so requested by the Group or any of its members.
