CREATING AN INTER-AGENCY COMMITTEE TO DRAFT AN OPERATIONS MANUAL ON LAND REFORM.

There is hereby established an inter-agency committee to draft an Operations Manual on Land Reform. The Manual shall be for the use of the Department of Agrarian Reform, the Armed Forces of the Philippines, and other public and private entities that may participate in the land reform program.

The committee shall be composed of the following:

Mr. Jose Medina, Jr Director, Bureau of Farm Management, Department of Agrarian Reform	Chairman
Atty. Carlos Umil Special Assistant, Department of Agrarian Reform	Member
Lt-Col Bernardo A. Ramos Chief Operation Branch OJ3, GHQ, AFP, Department of National Defense	Member
Mr. Eduardo Corpuz Director, Agriculture Programs Office Presidential Economic Staff	Member
Maj Umberto Rodriguez Branch Chief, Project Management National Computer Center	Member
Lt-Col Romeo Solina Director, Development Management Staff Office of the Executive Secretary	Member

The committee is hereby directed to:

1. Specify the sub-programs and enumerate all activities/procedures required in implementation;

2. Sort out activities/procedures into homogeneous groups or phases;

3. Specify the implementing agencies, bureaus, offices and-financial institutions and their respective activities/responsibilities; and to study their interrelationship;

4. Trace the flow of financial and material inputs through each phase of the Land Reform Program;

5. Design and construct a simplified Operations Manual for use by all entities implementing the Program;

6. Accomplish the Operations Manual on or before October 27, 1972.1aшphi1
