CREATING A TECHNICAL COMMITTEE FOR SMALL ARMS MANUFACTURE
To assure appropriate evaluation of all information and data relevant to small arms manufacture, there is hereby created a Technical Committee in the National Security Council composed of the following:

The Technical Committee shall gather all information and data on the various proposals for establishing a local small arms plant/arms manufacture submitted for consideration of the National Security Council. It shall also present to the NSC all relevant information needed to arrive at a decision as to the best proposal to be selected.
To assist the Technical Committee in its tasks, the following are designated Consultants/Advisers:

Commodore Octavio Posadas, NSE, HPN
Colonel Primitive Mital, PAF DEPOT, HPAF
Colonel Florencio dela Cruz, C, ORD, AFP
