CREATING THE SANGLEY POINT DEVELOPMENT COMMITTEE.

There is hereby created a Sangley Point Development Committee, under the Chairmanship of the Executive Secretary, to deal with short-term problems associated with the impending transfer of the U.S. Naval Station.

The members of this Committee shall be as follows: the Secretary of Finance; the Chairman, Board of Investments; the Director-General, Presidential Economic Staff; the Chairman, Development Bank of the Philippines and the General Manager, Government Service Insurance System. The Committee may also appoint such other members as it thinks necessary.

The functions of this Committee shall be as follows:

1. To formulate provisional guidelines for the types of private industries which will be eligible for location at Sangley Point within one year after its transfer.

2. To set up a procedure for processing applications for location at Sangley Point.

3. To provide incentives to applicants who have passed the processing, procedures. These incentives shall include long-term loans from government financial institutions, out of a fund which shall be set aside especially for private industries to be located at Sangley Point.

The operations of this Committee shall be subject to constraints set by a long-term development plan for Sangley Point, which shall be drafted by the Presidential Economic Staff. In particular the Committee shall take note of these constraints: (1) Certain areas of the station shall be reserved primarily for military use; and (2) There shall be no sale of land to the private sector.

The Committee shall submit its recommendations to the President within forty-five (45) days from the date of this Order.1aшphi1
