BY THE PRESIDENT OF THE PHILIPPINES

[ Memorandum Order No. 193, August 17, 1970 ]

To insure efficient and coordinated planning and implementation of the Philippine-Japan Highway Loan Project, there is hereby created a Special Task Force composed of members from the following offices who shall he designated “by their respective agency heads;

Office of the Secretary, Department of Public Works & Communications	Head
Office of the Secretary, Department of Finance	Member
Bureau of Public Highways	Member
Presidential Economic Staff	Member
Infrastructure Operations Center	Member
Budge Commission	Member

The Task Force shall be directly under the Secretary of Public Works & Communications and its members shall have the authority to act for and in behalf of their respective agency heads in all non-policy matters, affecting the Philippine-Japan Highway oatable>Project.

Its functions are as follows:

1. To exercise close control and monitoring of all aspects and phases of the project, including engineering, designs and cost estimates, bidding and awards contract processing, funding, mobilization of equipment and bridge materials and actual work prosecution.

2. To set up and operate coordinative working arrangements among the agencies and offices involved.1aшphi1

3. To recommend to the Secretary of Public Works & Communications and, if necessary, to the Executive Secretary such policies and procedures as will effect economy, speed and efficiency in implementing the project, and, to follow through the execution of such policies and procedures.

4. To render periodic progress reports on the project to the Office of the President.

This Order takes effect immediately.
