AMENDING MEMORANDUM ORDER NO. 128 DATED JUNE 27, 1969, ENTITLED “CREATING THE ACTION COMMITTEE ON RURAL COMPLAINTS.”
Memorandum Order No. 128 dated June 27, 1969, is hereby amended to read as follows:
“CREATING THE ACTION COMMITTEE ON CITIZENS COMPLAINTS
WHEREAS,the government must be brought closer to the people in the urban and rural areas;
WHEREAS,people should be encouraged to ventilate their grievances to the authorities concerned for action; and
WHEREAS,all government and private media should be tapped and the complaints collated and channelled to the agency concerned without delay to ensure early attention or action;
WHEREFORE,an “ACTION COMMITTEE ON CITIZENS COMPLAINTS” is hereby created composed of the following, or their authorized representatives:

The Committee shall have the following duties and functions:
1. Evaluate the nature of the complaints received;
2. Indorse the complaints on the prescribed form to the agency concerned for immediate action;
3. Follow-up the action taken on the complaint, problems already forwarded for action;
4. Inform the complainant of the action taken by the agency concerned.1aшphi1
The Committee shall coordinate with the Special Action Unit created under Memorandum Circular No. 320 series of 1970 and with the PARGO and shall from time to time report its accomplishments to the President who shall cause such report to, be published for the information of the public.”
