MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 138, August 26, 1969 ] REQUIRING CERTIFICATION OF LOCAL TRIPS. Effective immediately, all drivers, members of the Malacañang Household, and other parties concerned who undertake trips outside Manila on official mission are hereby required to secure a certificate of travel completed (form attached) from Col. Fabian Ver or the officer-in-charge of the mission in the provinces and cities and attach the same to their Travelling Expense Vouchers.
