DIRECTING ALL HEADS OF IMPLEMENTING AGENCIES, PROVINCIAL GOVERNORS, CITY AND MUNICIPAL MAYORS TO CIRCULARIZE AND IMPLEMENT THE STANDARD OPERATING PROCEDURE (SOP) FOR DISASTER OPERATIONS AND TO ORGANIZE THEIR RESPECTIVE COMMITTEES IN ACCORDANCE THEREWITH.
WHEREAS, Administrative Order No. 151, current series, created a National Committee on Disaster Operations, for a more adequate and effective coordination of the activities of the different agencies, in connection with disaster operations caused by typhoons, floods, fires, earthquakes, seismic sea waves (tidal waves) volcanic eruptions, epidemics, major accidents and other similar calamities, composed of the following:

WHEREAS, in order to enable the government to act , immediately and effectively in case of disaster, the Committee has deemed it expedient to promulgate a standard operating procedure on disaster operations, as per Annex “A”, delineating responsibility from the National Committee on Disaster Operations to the municipal level.1aшphi1
WHEREFORE, all Heads of Implementing Agencies, Provincial Governors, City and Municipal Mayors are hereby directed to circularize and implement immediately this Standard Operating Procedure within their respective jurisdictions and carry out the organization of their respective committees in accordance with said SOP, designating the members thereof and submitting the complete list of their names to the National Coordinator, not later than thirty (3)) days after the date hereof.
The National Coordinator shall be responsible directly to the Chairman of the National Committee on Disaster Operations for effective implementation of the Standard Operating Procedure in close cooperation and coordination with the different implementing agencies of the Committee created hereunder. He shall also serve as Secretary to the National Committee on Disaster Operations.
