MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 112, August 1, 1968 ] CREATING A COMMITTEE TO STUDY THE UPGRADING OF THE SALARY RANGES OF POSTMASTERS AND OTHER POSTAL EMPLOYEES WHEREAS, the volume of mall and other postal transactions have been continually increasing so that the salaries of postmasters and other postal employees are no longer commensurate with their duties and responsibilities; WHEREAS, the postal service as a means of communication is very vital in almost all functions of the government as well as in almost all activities of the business community and the general public; WHEREAS, salaries commensurate with the functions and responsibilities of postal employees as called for by the principle of equal pay for actual work will be an incentive for better performance on their part and greater efficiency in postal communication; WHEREFORE, a committee is hereby created to study the upgrading of the salary ranges of postmasters and other postal employees, with the Personnel Officer of the Department of Public Works and Communications or an official of equal rank designated by the Secretary, as Chairman, and three (3) officials each from the Bureau of Posts, designated by the Postmaster General, and the Wage and Position Classification Office, designated by the Commissioner of the Budget, as members, taking into account all relevant laws, particularly the provisions of Section 22 of the Civil Service Law (Republic Act No. 2260) and Section 1938-A of the Revised Administrative Code, as amended by Republic Act No. 918. The Committee herein created shall meet without delay upon the call of the Chairman and shall complete its study within one month from the date of its first meeting, which study shall include the possible ways and means whereby the upgrading of the salary ranges of postmasters and other postal employees can be carried out at the earliest date feasible under existing laws.1aшphi1 By authority of the President: (Sgd.)
