[ MEMORANDUM CIRCULAR NO. 77, February 13, 2025 ]

DIRECTING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES, AND ENCOURAGING LOCAL GOVERNMENT UNITS AND THE PRIVATE SECTOR, TO SUPPORT THE CELEBRATION OF THE 127TH ANNIVERSARY OF THE PROCLAMATION OF PHILIPPINE INDEPENDENCE

WHEREAS, the country will commemorate the 127th Anniversary of the Proclamation of Philippine Independence from 28 May 2025 to 12 June 2025 to celebrate the freedom fought for by our forefathers, the future that they dreamt for the nation, and the history we aim to remember and honor;

WHEREAS, Section 15, Article XIV of the Constitution provides that the State shall conserve, promote and popularize the nation's cultural and historical heritage and resources;

WHEREAS, Section 2 of Republic Act No. 10086 or the "Strengthening Peoples' Nationalism Through Philippine History Act," declares it a policy of the State to adopt measures that will strengthen the people's accomplishments, by reinforcing the importance of Philippine national and local history in daily life, with the end in view of raising social consciousness;

WHEREAS, Administrative Order (AO) No. 23 (s. 2011) established a Steering Committee on National Observances and designated the National Historical Commission of the Philippines (NHCP) as the lead agency mandated to plan, organize and undertake the commemoration of select historical events, including the Philippine Independence Day; and

WHEREAS, AO No. 08 (s. 2023) constituted an inter-agency committee chaired by the NHCP as the lead agency to facilitate the planning and execution of programs and projects for the 125th Anniversary of the Proclamation Philippine Independence from 2023 to 2026;

NOW, THEREFORE, the following are hereby ordered:

All government agencies and instrumentalities, including government-owned or -controlled corporations, are hereby directed, and all local government units and the private sector are encouraged, to extend full support and cooperation to the conduct of programs and activities in relation to the commemoration of the 127th Philippine Independence which will be held from 28 May 2025 to 12 June 2025.

This Circular shall take effect immediately.
