[ MEMORANDUM CIRCULAR NO. 25, September 15, 2017 ]
DIRECTING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES, INCLUDING GOVERNMENT-OWNED OR-CONTROLLED CORPORATIONS, STATE UNIVERSITIES AND COLLEGES AND PUBLIC SCHOOLS AT ALL LEVELS, TO DISPLAY OR EXHIBIT PHOTOGRAPHS PAINTINGS OR OTHER FORMS OF VISUAL REPRESENTATIONS OF PHILIPPINE HEROES
WHEREAS,Section 17, Article II of the 1987 Constitution provides that the State shall give priority to education, science and technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development;
WHEREAS,it is the policy of the State to promote and popularize the nation's historical and cultural heritage;
WHEREAS,the State shall provide the means to strengthen the people's nationalism, love of country, and respect for its heroes by emphasizing the importance of Philippine national and local history in the daily life of the Filipinos, with the objective of raising social consciousness and patriotism;
NOW, THEREFORE,all government agencies and instrumentalities, including government-owned or- controlled corporations, state universities and colleges and public schools of all levels, are hereby directed to display or exhibit the photographs, paintings or other forms of visual representations of Philippine Heroes in lieu of the photographs, paintings or other forms of visual representations of elected or appointed government officials.
A list of recognized Philippine Heroes, as identified by the National Historical Commission of the Philippines, is attached as Annex A for reference and guidance.1âшphi1
This Memorandum Circular shall take effect immediately.
