MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ MEMORANDUM CIRCULAR NO. 13, December 28, 2016 ] ENJOINING ALL DEPARTMENTS, AGENCIES, BUREAUS AND OFFICES OF THE GOVERNMENT TO SUPPORT THE HOSTING OF THE 2016 MISS UNIVERSE PAGEANT IN THE PHILIPPINES AND FOR OTHER PURPOSES WHEREAS, the Philippines will host the 2016 Miss Universe Pageant (Pageant) in January 2017. WHEREAS the Pageant will bring international prestige, publicity, goodwill, and economic benefit to the country and will be a great opportunity for the Philippines to show to the world the country s natural attractions, modern infrastructure facilities and, above all, the warmth of the Filipino people; WHEREAS, the Pageant is organized by the private sector in coordination with the Department of Tourism (DOT); NOW THEREFORE, to ensure the country's successful hosting of the Pageant, the following are hereby ordered 1. All heads of departments, bureaus, offices, agencies or instrumentalities of the government, including government-owned or -controlled corporations (GOCCs) and state universities and colleges (SUCs), are hereby enjoined to extend full support for the hosting of the Pageant, in coordination with the DOT; 2. Local government units (LGUs) are also encouraged to extend their full support and cooperation in the hosting of the Pageant; 3 The DOT may call upon any such department, bureau, office, agency, or instrumentality of the government, including GOCCs and SUCs, LGUs, and nongovernment organizations (NGOs) for assistance as the circumstances and exigencies may require; 4. Officials concerned shall adopt such measures as may be necessary to ensure that there will be no disruption of work and services in their respective offices by reason thereof 5. Except for such reasonable resources required in providing support for the hosting of the Pageant, no public funds shall be expended for the hosting of the 2016 Miss Universe Pageant.
