ENJOINING ALL DEPARTMENTS, AGENCIES, AND INSTRUMENTALITIES OF THE NATIONAL GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR -CONTROLLED CORPORATIONS (GOCCs), LOCAL GOVERNMENT UNITS (LGUs), AND STATE UNIVERSITIES AND COLLEGES (SUCs), TO SUPPORT AND ALLOW THEIR RESPECTIVE AGRICULTURAL ENGINEERS AND CONCERNED OFFICIALS TO PARTICIPATE IN THE 3rd REGIONAL FORUM ON SUSTAINABLE AGRICULTURAL MECHANIZATION IN ASIA AND THE PACIFIC, AND THE 3rd ASSOCIATION OF SOUTHEAST ASIAN NATIONS CONFERENCE ON AGRICULTURAL AND BIOSYSTEMS ENGINEERING, ON 09-11 DECEMBER 2015 AT CENTURY PARK HOTEL, MANILA

The Philippines will host the 3rd Regional Forum on Sustainable Agricultural Mechanization in Asia and the Pacific (RFSAM-AP), and the 3rd Association of Southeast Asian Nations (ASEAN) Conference on Agricultural and Biosystems Engineering (ACABE) (hereinafter “Conferences”) on 09-11 December 2015 at Century Park Hotel, Manila. The Conferences will also include the 11th Session of the Technical Committee of the United Nations for Economic and Social Commission for Asia and the Pacific-Center for Sustainable Agricultural Mechanization (UNESCAP-CSAM), and the 11th Engineering Research and Development for Technology.

The Conferences are organized by the UNESCAP-CSAM, ASEAN Agricultural and Biosystems Engineering Coordinating Committee, Board of Agricultural Engineering of the Professional Regulation Commission, and Department of Science and Technology, among others.

With the theme, ‘‘Human Resource Development for Sustainable Agricultural Mechanization, the RFSAM-AP and ACABE aim to support the implementation of the Agricultural and Fisheries Mechanization Law, Philippine Agricultural Engineering Competitiveness Road Map 2013-2020, and the ASEAN Agricultural and Biosystems Engineering Cooperation Framework.

All heads of government departments, bureaus and offices, including GOCCs, LGUs, and SUCs, are hereby enjoined to extend full support and allow their agricultural engineers and concerned officials to participate in the Conferences, subject to the availability of funds of their respective agencies/offices, and to the applicable accounting and auditing rules and regulations.

Officials concerned shall adopt such measures as may be necessary to ensure that there is no disruption of normal office activities/services in their respective offices by reason thereof.1aшphi1

This Circular shall take effect immediately. 13 November 2015
