[ MEMORANDUM CIRCULAR NO. 76, April 15, 2015 ]

URGING ALL GOVERNMENT DEPARTMENTS, BUREAUS, OFFICES, AGENCIES, INCLUDING GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS, GOVERNMENT FINANCIAL INSTITUTIONS, STATE UNIVERSITIES AND COLLEGES, AND LOCAL GOVERNMENT UNITS TO IMPLEMENT THE INTEGRITY MANAGEMENT PROGRAM (IMP) THROUGH THE ESTABLISHMENT OF INTEGRITY MANAGEMENT SYSTEMS (IMS) AND ADOPT THE IMP HANDBOOK FOR THIS PURPOSE

WHEREAS, Executive Order No. 176 dated December 1, 2014 was issued “Institutionalizing the Integrity Management Program (IMP) as the National Corruption Prevention Program in all Government Departments, Bureaus, Offices, Agencies, Including Government-owned and Controlled Corporations, Government Financial Institutions, State Universities and Colleges, and Local Government Units through the establishment of Integrity Management Systems (IMS)”;

WHEREAS, to operationalize the said Program, an IMP Handbook was crafted and approved by the Program Management Committee (PMC) to serve as a do-it-yourself manual meant to guide departments/agencies in their implementation of the IMP and the establishment of their IMS. Included in the Handbook are instructions on each step of the implementation with reference to the tools/templates/forms that will be used;

WHEREAS, Section 7 of EO 176 explicitly states that “The Office of the President, through the Office of the Executive Secretary, shall issue by Memorandum Circular the Operational Guidelines of the IMP upon recommendation of the PMC”;

NOW, THEREFORE, all government departments, bureaus, offices, agencies, including government-owned and controlled corporations, government financial institutions, state universities and colleges, and local government units are hereby urged to initiate the establishment of IMS in their respective offices and adopt the IMP Handbook as the guide in implementing the IMP.1âшphi1

This Memorandum Circular shall take effect immediately.
