[ MEMORANDUM CIRCULAR NO. 71, September 29, 2014 ]
CREATING AN INTER-AGENCY COMMITTEE TO LEAD THE ORGANIZATION AND IMPLEMENTATION OF THE PROGRAM OF ACTIVITIES IN COMMEMORATION OF THE 70 th ANNIVERSARY OF THE LEYTE GULF LANDING ON 20 OCTOBER 2014
WHEREAS, 20 October 2014 marks the 70th Anniversary of the historic Leyte Gulf Landing which initiated the liberation of the Philippines during World War II;
WHEREAS, Administrative Order Nos. 108 (s. 1994) and 102 (s. 2004) created Committees for the commemoration of the 50th and 60th Anniversaries of the Leyte Gulf Landing, respectively; and
WHEREAS, this anniversary is significant in view of the rapidly dwindling number of World War II veterans, and is a cause for celebration for the people of the Province of Leyte who have survived a devastating typhoon in 2013.
NOW, THEREFORE, an Inter-Agency Committee (“Committee”) is hereby created to lead the organization and implementation of the program of activities in commemoration of the 70 th Anniversary of the Leyte Gulf Landing on 20 October 2014.
The Committee shall be composed of representatives from the following:

The Committee may call upon any department, bureau, office, agency, or instrumentality of the government, including government-owned or -controlled corporations, government financial institutions, local government units, non-government organizations and the private sector for assistance as the circumstances and exigencies may require.
The Committee shall plan, coordinate, and implement all programs, projects, and activities relating to the 70 th Anniversary of the Leyte Gulf Landing.
The member-agencies of the Committee are authorized to charge against their current appropriations such amounts required for the implementation of this Circular, and any additional funds as may be necessary can be appropriated from the Contingent Fund of the Office of the President, subject to applicable budgetary, accounting and auditing rules and regulations.
This Memorandum Circular shall take effect immediately.
