[ MEMORANDUM CIRCULAR NO. 68, August 28, 2014 ]

CREATING AN INTER-AGENCY TASK FORCE TO STRENGTHEN THE IMPLEMENTATION OF REPUBLIC ACT NO. 8049 OTHERWISE KNOWN AS THE ANTI-HAZING LAW

WHEREAS, Republic Act (RA) No. 8049 or the Anti-Hazing Law was enacted on 7 June 1995 to address the growing problem of fraternity-related violence; and

WHEREAS, despite the passage of RA No. 8049, hazing-related fatalities continue to occur.

NOW, THEREFORE, there is hereby created an Inter-Agency Task Force to be composed of the following:

Chair :	Secretary, Department of Justice
Members :	Secretary, Department of National Defense
	Secretary, Department of the Interior and Local Government
	Chairperson, Commission on Higher Education
	Chief of Staff, Armed Forces of the Philippines
	Chief, Philippine National Police
	Chairperson, National Youth Commission
	Deputy Executive Secretary for Legal Affairs, Office of the President

The Task Force shall lead government actions and responses in connection with RA No. 8049. Furthermore, the Task Force shall develop modes of coordinating and monitoring of the implementation of programs, projects and activities to prevent hazing fatalities.

The Task Force Head, is hereby vested with full executive authority within the law, and may give direct operational instructions to any of the member agencies in the performance of their functions.

The functions of the Task Force are, but not limited to, the following:

a. Review and formulate policies, programs, and guidelines to strengthen the implementation of RA. No. 8049; and

b. Perform such other functions as may be necessary or as may be directed by the President for the successful implementation of this Order.1âшphi1

The Task Force shall, within sixty (60) days from the issuance of this Order and every three (3) months thereafter or as often as may be required, submit a report to the Office of the President.

The Task Force may call upon any department, bureau, office, agency, or instrumentality of the government, local government units, non-government organizations, and the private sector for assistance as the circumstances and exigencies may require.

This Memorandum Circular shall take effect immediately.
