[ MEMORANDUM CIRCULAR NO. 44, February 19, 2013 ]
ENJOINING ALL OFFICIALS AND EMPLOYEES IN ALL DEPARTMENTS, AGENCIES AND INSTRUMENTALITIES OF THE NATIONAL GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR-CONTROLLED CORPORATIONS, AS WELL AS LOCAL GOVERNMENT UNITS TO ACTIVELY PARTICIPATE IN THE OBSERVANCE OF THE 27 TH YEAR ANNIVERSARY OF THE EDSA PEOPLE POWER REVOLUTION OF 1986
The 27 th Year Anniversary of the EDSA People Power Revolution will be celebrated on 25 February 2013. This event will provide all of us with an opportunity to recall the unity displayed by the country and to rekindle the virtues that our people displayed during the bloodless revolution at EDSA. The EDSA event demonstrates how we care and share as a people and how we are capable of great courage in moments of overwhelming adversity.
Relative thereto, the EDSA People Power Commission (EPPC) has been tasked to coordinate the national celebration of this event pursuant to Executive Order (EO) No. 82 (s. 1999), as amended by EO No. 17 (s. 2010). The EPPC is further mandated to initiate activities and programs that promote awareness of the principles and values that the EDSA People Power Revolution represent, as well as to plan, organize, and implement the yearly commemoration of the EDSA People Power Revolution every 25 th of February.
In this regard, all departments, agencies and instrumentalities of the National Government, including government-owned or-controlled corporations, as well as local government units (LGUs), are encouraged to extend full support and cooperation to the programs and activities that shall be held and organized for this purpose, as well as engage in the following activities recommended by the EPPC:
1. EDSA People Power Revolution Model – Salubungan of Military and Civilians – programs that highlight how civilians and the military can work together in support of a common goal and ideal.
2. Programs in Provinces/Cities/Municipalities commemorating the EDSA People Power Revolution – simple programs in provinces/cities/municipalities commemorating the spirit of EDSA.
3. Opening up Military Camps and PNP offices to the public – celebrates the role of the military in the success of the People Power Revolution. This involves simple gatherings and programs wherein camps and offices shall welcome civilian visitors.
4. EDSA People Power Parades – activities that will showcase the festivity of EDSA People Power together with the LGUs, schools/students, and civilians in provinces/cities/municipalities.
5. Project Oriented Celebrations – support for projects and programs spearheaded by EPPC Provincial Councils.1âшphi1
This Memorandum Circular shall take effect immediately.
