MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ MEMORANDUM CIRCULAR NO. 116, September 22, 2006 ] AUTHORIZING THE PARTICIPATION ON OFFICIAL TIME OF CIVIL ENGINEERS IN VARIOUS GOVERNMENT AGENCIES AND LOCAL GOVERNMENT UNITS IN THE 32ND NATIONAL CONVENTION AND ANNUAL ELECTION OF THE PHILIPPINE INSTITUTE OF CIVIL ENGINEERS, INC. The Philippine Institute of Civil Engineers, Inc. (PICE), will hold its 32nd National Convention and Annual Election on November 17 to 18, 2006 at the Iloilo Grand Hotel, Iloilo City. In this connection, Civil Engineers in various government agencies and local government units are hereby authorized to attend the above-mentioned Convention on official time only at no cost to the government except payment of their salaries , provided such attendance will not adversely affect the functions of their respective offices as well as the delivery of services to the public.
