MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 106, July 25, 2006 ] MEMORANDUM CIRCULAR NO. 106 AMENDING MEMORANDUM CIRCULAR NO. 103 DATED 11 JULY 2006 Pursuant to the recommendation of the Civil Service Commission in its Announcement No. 23 (s. 2006) and the Department of the Interior and Local Government in its Memorandum Circular No. 2006-68, Memorandum Circular No. 103 dated 11 July 2006 is hereby amended to include that payment of applicable traveling expenses and registration fee of Three Thousand Pesos (Php 3,000.00) per participant of all those officially approved by their heads of agencies to attend the National Summit of the Bagong Usbong na Lingkod Bayan on 25-28 October 2006 is hereby authorized, subject to the availability of funds of the concerned departments and agencies, and subject to the usual accounting and auditing procedures.1aшphi1 Heads of all departments and agencies, including Local Chief Executives, Members of Congress and the Judiciary, are hereby encouraged to send participants to said National Summit.
