MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 102, June 7, 2006 ] AUTHORIZING THE PARTICIPATION ON OFFICIAL TIME OF CIVIL ENGINEERS IN VARIOUS GOVERNMENT AGENCIES AND LOCAL GOVERNMENT UNITS IN THE NATIONAL MIDYEAR CONVENTION OF THE PHILIPPINE INSTITUTE OF CIVIL ENGINEERS, INC. The Philippine Institute of Civil Engineers, Inc. (PICE), will hold its National Midyear Convention to be hosted by PICE Palawan Chapter, on June 29 to July 1, 2006 at The Legend Palawan Hotel, Puerto Princesa City, Palawan.1aшphi1 In this connection, Civil Engineers in various government agencies and local government units are hereby authorized to attend the above-mentioned Convention on official time only, at no cost to the government except payment of their salaries, provided such attendance will not adversely affect the functions of their respective offices as well as the delivery of services to the public.
