MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ MEMORANDUM CIRCULAR NO. 79, December 03, 2004 ] AUTHORIZING THE PARTICIPATION ON OFFICIAL TIME OF OFFICIALS AND EMPLOYEES IN VARIOUS GOVERNMENT AGE CIES AND LOCAL GOVERNMENT UNITS IN THE NATIONAL CONVENTION OF GOVERNMENT EMPLOYEES The Philippine Government Employees Association (PGEA) and the National Convention of Government Employees Working Council are spearheading the celebration of Government Employees’ Week and National Convention on December 6 to 12, 2004 pursuant to Proclamation No. 1130 and Memorandum Circular No. 72, with its theme: "Kawani – Bayani ng Bayan: Iangat ang Kabuhayan – Tanggalin ang Katiwalian". In this connection, officials and employees in various government agencies and local government units are hereby authorized to attend the above-mentioned Convention on official time only, at no cost to the government except payment of their salaries, provided that such attendance will not adversely affect the functions of their respective offices as well as the delivery of services to the public.1âшphi1 By authority of the President: (Sgd.)
