MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ MEMORANDUM CIRCULAR NO. 65, August 26, 2004 ] In view of the continuous heavy rains and the flooding of the streets in Metro Manila today caused by the exit of typhoon "Marce" and the probable entry of typhoon "Niña" (International name – "Chaba"), work in all government offices, including government-owned and controlled corporations, is hereby suspended the whole day today. Government agencies shall maintain skeletal work force to maintain government service.1âшphi1 Those agencies whose functions is the delivery of basic services and responses to disaster and calamities shall continue to be in their place of work.
