MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ MEMORANDUM CIRCULAR NO. 64, August 25, 2004 ] In view of the continuous heavy rains and the flooding of the streets in Metro Manila today caused by tropical depression "Marce", work in all government offices in Metro Manila, including government-owned and controlled corporations, is hereby suspended effective 12:01 P.M. today.1âшphi1 Government agencies performing vital functions shall, however, maintain a skeletal work force to ensure delivery of services and continuity of their operations.
