[ MEMORANDUM CIRCULAR NO. 56, March 02, 2004 ]
ENJOINING ALL INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT) PROFESSIONALS, EXECUTIVES, PRACTITIONERS, USERS AND ALLIED PROFESSIONS IN THE ACADEMY AND GOVERNMENT SERVICE TO ATTEND THE "SYNCHRONICITY CONFERENCES" TO BE CONDUCTED JOINTLY BY THE PHILIPPINE COMPUTER SOCIETY (PCS) AND THE PHILIPPINE STATE UNIVERSITIES AND COLLEGES COMPUTER EDUCATION AND SYSTEMS SOCIETY (PSUCCESS)
WHEREAS, the Philippine Computer Society, an organization of ICT professionals and executives in the rivate and government sectors and the Philippine State Universities and Colleges Computer Education and Systems Society (PSUCCESS) are professional organizations which promote and support effective use of ICT in business and governance;
WHEREAS, PCS and PSUCCESS will hold SynchronicITy Conference on February 2004 in Baguio City and on June 2004 in Cebu City,with the theme "Industry, Government and Academe: Matching Jobs and People"; and WHEREAS, the conference aims to encourage concerted efforts towards the use of ICT as a tool for Philippines progress; present and discuss (a) the latest ICT development, (b) latest results of ICT research, (c) ICT best practices, (d) latest updates to he computerized New Government Accounting System (NGAS), and (e) various technopreneurial opportunities in ICT.
NOW, THEREFORE, I, ALBERTO G. ROMULO, Executive Secretary, by order of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby order:
Section 1. All heads of government departments, bureaus, offices, agencies, local government units, government-owned and/or controlled corporations and their subsidiaries, government financial institutions, and state universities and colleges are hereby enjoined to:
1. Allow their ICT executives, professionals, practitioners, users, educators and allied professions in the government service to participate in the Synchronicity Conferences 2004, provided that their attendance will not prejudice the regular delivery of service of the agency concerned; and
2. Consider the conference an official staff development activity of the participants, subject to availability of funds.1âшphi1
Section 2. All ICT executives, professionals, practitioners, users, educators and allied professions who will participate in the conference are enjoined to:
2.1 Participate actively in the discussion; and 2.2 Gain additional knowledge about new technological developments as these pertains to their agency situation and needs.
