MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ MEMORANDUM CIRCULAR NO. 45, July 25, 2003 ] TRANSFERRING THE AUTHENTICATION UNIT TO THE OFFICE OF THE DEPUTY EXECUTIVE SECRETARY FOR GENERAL ADMINISTRATION (ODESGA) It is the policy of the Administration to improve the quality and efficiency of public service to the Filipino people by continually adopting institutional improvements and innovations in the bureaucracy. The Authentication Unit, Legal Office (AULO), Office of the President, which is tasked to authenticate documents executed in the Philippines intended for use abroad, is an essential part of the OP organization designed to provide vital service to the general public.1âшphi1 In line with the administration's efforts to maximize the utilization of its personnel force to cater to the essential needs of the public, the Authentication Unit, Legal Office, Office of the President is hereby transferred to the Office of the Deputy Executive Secretary for General Administration (ODESGA).
