[ Memorandum Circular No. 23, July 7, 2002 ]

In view of the continuous heavy rains and flooding caused by typhoon “GLORIA” in Metro Manila and the outlying provinces in Central Luzon and Southern Tagalog, work shall be suspended tomorrow, July 8, 2002 in all government offices (including government owned and controlled corporations) in the foregoing areas affected by heavy rains and flooding. Government agencies performing vital functions shall, however, maintain a work force to ensure delivery of services and continuity of their operations.1âшphi1

This Circular shall take effect immediately.
