ENJOINING ALL GOVERNMENT DEPARTMENTS, BUREAUS, OFFICES AND AGENCIES INCLUDING GOVERNMENT-OWNED AND/OR CONTROLLED CORPORATIONS, TO FLY THE PHILIPPINE FLAG AT HALF-MAST IN ALL GOVERNMENT BUILDINGS AND INSTITUTIONS FROM SEPTEMBER 12, 2001 TO SEPTEMBER 18, 2001 AS A SIGN OF MOURNING AND SYMPATHY WITH THE AMERICAN PEOPLE AND WITH ALL HUMANITY FOR THE TRAGEDY CAUSED BY TERRORIST ATTACKS IN NEW YORK CITY AND WASHINGTON, D.C.
Nothing can describe the shock and horror of all humanity, including the Filipino people, in the face of the unimaginable acts of terror inflicted on the United States in the morning of September 11, 2001. All mankind has been diminished by the extreme evil unleashed on the Twin Towers of the World Trade Center in New York City and the Pentagon in Washington D.C, including the subsequent plane crash in Pennsylvania. Such mindless violence has exceeded the global community’s most extreme fears about organized terrorism.1âшphi1
The President of the Philippines, GLORIA MACAPAGAL-ARROYO, and the Filipino people condemn such dastardly and deplorable act in the strongest possible terms and extend their most profound sympathies to all the victims of this unspeakable crime. The Filipino people share the grief of the American people at this most horrific moment.
Organized terrorism threatens no country in particular. It is a specter that threatens every thread of civilized society. All humanity must now join hands to defend decency and defeat the insanity that has invaded our age.
In view thereof, all government departments, bureaus, agencies and offices, including government owned and/or controlled corporations, are hereby enjoined to fly the Philippine Flag at half-mast in all government buildings and institutions from September 12, 2001 to September 18, 2001 as a sign of mourning and sympathy with the American people, and indeed with the whole of humanity, for this unprecedented tragedy.
