ENJOINING ALL DEPARTMENTS, BUREAUS, OFFICES OF THE GOVERNMENT, INCLUDING GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS, LOCAL GOVERNMENT UNITS AND STATE UNIVERSITIES AND COLLEGES, TO SUPPORT THE 5th COGEO REGIONAL CONFERENCE ON ORGANIZING PUBLIC SERVICE WORKERS FOR EFFECTIVE GOVERNANCE AND PARTICIPATE MORE ACTIVELY IN THE COGEO SPONSORED MOVEMENT FOR PARTNERSHIP WITH THE GOVERNMENT FOR EFFECTIVE GOVERNANCE

The Confederation of Government Employees Organization, Inc. (COGEO) has been sponsoring the Movement for Partnership with the Government for Effective Governance. In line with, and in support of such movement, all departments, bureaus, offices of the government, including government-owned and controlled corporations, local government units, and state universities and colleges, are hereby enjoined to authorize a reasonable number of their personnel to attend the 5th COGEO Regional Conference on Organizing Public Service Workers for Effective Governance and General Assembly to be held at the GSIS Gymnasium, Financial Center, Pasay City on December 10-13, 2001, with the theme “Strengthening Umbrella Organizations of Associations of Government Workers”. The Heads of the Departments, bureaus, and offices concerned shall determine the number of personnel to be so authorized to attend the event, ensuring that public service are not impaired thereby.1âшphi1

All government agencies are further enjoined:

1. To serve as COGEO co-sponsors and partners in COGEO activities related to effective governance, and in connection therewith, provide COGEO with resource persons and resource and material assistance such as office facilities.

2. To continually impress on their personnel that all government employees, regardless of their status, are all partners of the government for effective governance, observing openness, transparency and objectivity in their relationship.
