[ Memorandum Circular No. 69, October 16, 2000 ]

All employees of government offices, including government owned and controlled corporations, may take the afternoon off effective 12:01 P.M. of 31 October 2000 to enable them to participate in the observance of All Saints’ Day. Government agencies performing vital functions shall, however, maintain a skeletal work force to continue their operations.1âшphi1

Government offices shall resume normal services at the start of business hours on 3 November 2000.

This Circular takes effect immediately.
