MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 168, October 2, 1997 ] DIRECTING ALL NATIONAL GOVERNMENT AGENCIES AND LOCAL GOVERNMENT UNITS TO LEAD AND ENCOURAGE THEIR RESPECTIVE SECTORS IN THE DISPLAY OF CHRISTMAS LANTERNS FOR THE YULETIDE SEASON AS A SIGN OF ADVOCACY FOR PEACE In the spirit of the approaching Yuletide season and in recognition of the coming holidays as an opportune time to focus our peoples’ hearts and minds on the true meaning of Christmas, all national government agencies and local government units are hereby directed to lead and encourage their respective sectoral clients including the private sector, business establishments and individual households in the display of Christmas lanterns beginning 04 October 1997 as a sign of their advocacy for peace, stability and progress.1aшphi1 The Department of Interior and Local Government is hereby tasked to take the lead in this activity and to initiate related programs to ensure its success in coordination with all Cabinet Officers for Regional Development, the Department of Tourism, the Department of Trade and Industry, and all local government units.
