AMENDING MEMORANDUM CIRCULAR NO. 128, DATED JULY 20, 1995 BY REORGANIZING THE PRESIDENTIAL TASK FORCE ON TUBBATAHA REEF NATIONAL MARINE PARK
WHEREAS, Proclamation No. 306, series of 1988 declared the Tubbataha reefs and surrounding waters of the public domain in Central Sulu Sea, Province of Palawan, as a national marine park otherwise known as the Tubbataha Reef National Marine Park;
WHEREAS, Memorandum Circular No. 128, dated July 20, 1995 created the Presidential Task Force on Tubbataha National Marine Park to serve as the policy and program coordinating mechanism for the area;
WHEREAS, there is a need to amend the composition of the Task Force to further ensure the protection and preservation of the Tubbataha Marine Park;
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby amend Section 2 of Memorandum Circular No. 128 to read as follows:
“Section 2. Composition. The Presidential Task Force on Tubbataha National Marine Park shall have the Secretary of the Department of National Defense as its Chairman, the Secretary of the Department of Environment and National Resources and the Governor of the Province of Palawan as Co-Chairmen, with the following as members:
Secretary, Department of Tourism
Secretary, Department of Budget and Management
Commander, Naval District IV, Philippine Navy
Chairman, Palawan Council for Sustainable Development
Mayor of Cagayancillo
The DENR and the PCSD shall also jointly identify NGO representatives to the Task Force based on the involvement of said organizations in the existing governmental initiatives for the Park. Provided, however, that private sector representatives in the Task Force, at any given time, shall not exceed more than one-third of its total membership.1aшphi1
This Memorandum Circular shall take effect immediately.
