MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 144, July 5, 1996 ] DIRECTING ALL AGENCIES OF THE NATIONAL GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR -CONTROLLED CORPORATIONS (GOCCS) AND THEIR INSTRUMENTALITIES, TO COMPLY WITH THE PROVISIONS OF ADMINISTRATIVE ORDER NO. 129 Administrative Order No. 129 (AO 129) issued on 16 May 1994 provides for a specific time frame for each phase of the bidding and award process (i.e., from evaluation of prequalification statements up to issuance of notice to proceed) for infrastructure and other construction works and consulting services contracts. In order to fully monitor agency compliance with the provisions of AO 129, it is indicated in said AO that all Government Agencies and GOCCs shall submit to the Committee on Infrastructure (INFRACOM) of the NEDA Board a list of all approved infrastructure and other construction works contracts involving costs of P10.0 million above indicating the actual processing time used/spent for each phase of the bidding and award/process. It has come to the attention of the Office of the President that only few agencies submit their reports to the INFRACOM on such approved contracts.1aшphi1 To ensure that infrastructure and other construction works and consulting contracts are entered into in accordance with the timetables prescribed under AO 129, all concerned agencies are hereby directed to fully comply and submit the required reports under AO 129 to the INFRACOM.
