[ Memorandum Circular No. 136, November 2, 1995 ]
In response to the latest weather report that typhoon “ROSING” is forecasted to hit central and northern Luzon within the next 12 to 24 hours, all government officials and employees directly involved in disaster preparedness, relief, rescue and rehabilitation, prevention and mitigation activities, are hereby directed to operate on a 24-hour basis for the duration of the emergency situation.
Those officials and employees not directly involved in the aforestated operations and activities are excused from work effective twelve noon today, November 2, 1995. The heads of offices concerned, however, shall see to it that their respective offices are properly secured and damage measures instituted.1aшphi1
