[ Memorandum Circular No. 133, October 13, 1995 ]

ENCOURAGING ALL INFORMATION TECHNOLOGY (IT) EXECUTIVES, SPECIALISTS, PRACTITIONERS, USERS, INSTRUCTORS, AND ALLIED PROFESSIONS IN GOVERNMENT SERVICE TO ATTEND THE GOVERNMENT ORGANIZATION FOR IT (GO-IT) ANNUAL CONVENTION

WHEREAS, the Government Organization for Information Technology (GO-IT) is an organization of IT executives, specialists, practitioners, users, instructors and allied professions in government committed to advocate and propagate the use of Information Technology to accelerate national development through strategic IT application and promote the welfare of government IT professionals;

WHEREAS, GO-IT will hold its Second National Convention of the Government Information and Technology Professionals at the Montebello Hotel in Cebu City from 7 to 9 December 1995 with the theme: “Go Reach for IT thru Networking”;

WHEREAS, the said Convention encourages and promotes interchange of information, maintains and enhances the professional skills and expertise of members, and will increase the competence and prestige of the Information Technology profession in government and emphasize the role that the IT worker can play in pushing for the vision of an empowered and globally competitive economy;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. All heads of departments, agencies, local government units, government-owned and controlled corporations to:

a. Allow the IT executives, specialists, practitioners, users, instructors and allied professions in government service to participate in the Second National Convention of the Government Organization for Information Technology in Cebu from 7 to 9 December, 1995, provided that their attendance will not prejudice the regular delivery of services of the agency concerned;

b. Consider the convention an official staff development activity of these IT practitioners and workers, subject to the availability of funds.1aшphi1

Section 2. All IT executives, specialists, practitioners, users, instructors and allied professions in government service are enjoined to:

Identify common concerns in the field of government information technology management that will enable everyone to contribute better to the development of the country.

Participate actively in all the discussions and fora during the convention.

Section 3. This Memorandum Circular shall take effect immediately.
